Hello again so I did as you said and command prompt stated that what was corrupted from the Store was fixed. I restarted my PC and went to the Store, but I still remain with the same issue but sometimes I get this one too.

Your purchase couldn't be completed. Something happened and your purchase can't be completed. Error code: 0x8024402c

And then I try again and sometimes I get the previous message.

Something happened and this app couldn't be installed. Please try again. Error code: 0x80070002

Thank you.

I did both methods.
On method 1 I already had the "Use a Proxy Server for your LAN" unchecked.

As for the method 2, the did reset the store cache but when I tried downloading any app the error still pops up.

Any more things I could do?

The problem of the error code persists. Could the problem be related to the _logAppsACL.txt? Or the fact that "Windows Resource Protection could not start the repair service"? (SFC output)
And if I am going to restart the PC my files will be deleted, would it have any problems with Windows 8.1 that I downloaded from the Store?

It's what they call "Horked" - meaning useless.

If you're going to do the Repair, I suggest that you create a backup of all important files you wish to keep.  You can drag n drop them to a flash drive or DVD for preservation.

From Windows 8.1 FAQ:

If your PC came with Windows 8 you might be able to restore it back to Windows 8 by refreshing your PC. Your personal files won't be affected, but apps that didn't come with the PC will need to be reinstalled. For more info, see How to refresh, reset, or restore your PC.

You will then need to install Windows Updates, clear Windows Store Cache (Run > WSRESET.EXE)

And Windows 8.1 will need to be installed from Windows Store or any backup media you've already created to install it.

If you haven't created Windows 8.1 installation media, you can follow the directions from this document.

I just recently Reset my pc and chose to wipe the disk.  I was reverted back to Windows 8 and had to follow the directions I've listed above to reinstall Windows 8.1.
