For ASUS motherboards having this issue this is what I have found...

Following a fresh install of Windows 10 Pro x64 the chipset drivers were all from Microsoft. They produced a great many inconsistencies with my system and made it unstable. Make a system restore point. Install the ASUS chipset drivers for your motherboard or system support site to resolve. For example, the Rampage IV Extreme motherboard current drivers for W10x64 are chipset_v10_1_2_8_WHQL_X99 and MEI_Consumer_V11051189. If you encounter issues installing these, uninstall all your MS Visual C++ runtimes and try again. If you installed the Intel Driver Update utility be sure to uninstall that too. After rebooting you may also want to update your USB drivers from the same support page, such as asmedia_usb3_V116351 in my sample here. Lastly, make sure the service for windows foundation driver is set to automatic. You will be doing some system restarting as you make these changes. Once complete run windows update to get your MS Visual C++ runtimes back.

Again these suggestions are very specific to ASUS motherboards only that are having the issue described. Be sure to go to your specific motherboard support site for these drivers.
