SBCMSYNC.DLL not a valid Office Add-in error when opening Outlook 2003

When I open Outlook 2003, I get the following error message: C:\Documents and Settings\Tom\Application data\Microsoft\AddIns\C:\Program Files\Microsoft Office\Office\SVCMSYNC.DLL is not a valid Office Add-in.  When I try to follow this path, the add-ins folder is empty.  When I search for add-ins, this one is not found; any ideas?  Thanks for helping me.

Open Outlook in safe mode using the following steps:

Click on Start > All programs > Accessories > Run, copy and paste the following command in the Open field and then press Enter

Outlook /safe

If Outlook works fine then disable the Outlook Sync add-in using the steps given here.
