Outlook 2019 You can't sign in here with a personal account. Use your work or school account instead.

I use a hotmail account several years with outlook but today a password request dialog suddenly jumps out.

when i tried to input the account info, this red line shows out "You can't sign in here with a personal account. Use your work or school account instead."

The same account could be signed in by web(chrome, edge, ie) and skype.

Changing password has no use.

delete the old profile of outlook and create new one has no effect.

even trying to add this email account to a new installed system display same error.

Further more, i have one other hotmail account and that one is working perfectly. 
such issue only occurs on one specific account.

I have neither office 365 nor other business services subscribed.

Do you use OneDrive? Do you use a local Windows account or a Microsoft account to log into the PC? Have you tried a repair install on Office? What exactly are you doing when prompted like that?

office reinstalled. no fortune.

I do not use one drive and i believe that one is even not installed.

I use local windows account, but today i also try use ms account to test. nothing changed.

What exactly are you doing when prompted like that?

Actually, i opened my machine today morning like before. no specific actions done. Accidentally, i found the inbox was not updated and there was a prompt about "input password" appeared at the bottom of outlook app window. It pops out input account address after i click that warning. However, after input the email address and click the right arrow, the red warning appears.

I started getting the same thing with my main Outlook account, I can add my secondary account fine, Gmail, no problems, personal domain account, no problems.

Reinstalled Office, removed 2FA as secondary account doesn't have it on, removed all profiles, no joy..

If you open File>Account Settings>Account Settings, what's on the Email tab? What account type? If you double-click the account, what settings do you see? If you click More Settings, what do you see?

The account causing issues has been removed, the other outlook account says its an Exchange account.

If you try to add it manually and set it as an Exchange account (the same as my secondary) you get a web popup that then gives the you cant login here with a personal account error..

Something is certainly weird going on here..

I'm tempted to spin up a VM and just drop Office on it with no tied in MS account and see if somethings causing issues within Windows..

i tried to get a fresh installed windows 10 and office 2019 in the vm and exact same thing happened. i believe it is nothing related to the system.

If you open File>Account Settings>Account Settings, what's on the Email tab? What account type? < it was "ms exchange" account like other hotmail account. but i cannot add it back now due to the login error.

so far, i can only use IMAP as temporary solution.

One more thing, if i added new account from outlook, i got this "You can't sign in here with a personal account. ...".

But if i added back the account through "Account settings" dialog, it popped out a logon with "Type the email of the account you would like to use to open autodiscover.xml." message, then repeatedly asked me to input account name and password.

Saves me spinning up a VM I guess if you've already tried that.

Do you have any other Outlook/Hotmail accounts you can test, my secondary account seems to work fine, and doesn't have 2FA turned on, so I tried turning off 2FA on my main account but that made no difference.

Ok, so, what differences are there between the two accounts?

My main one is an old account from back in the actual Hotmail days (20+years) that was converted to Outlook back when you had the option to convert (10+ years ago), it has 2FA turned on, I have tried my actual password as well as an "App" password.

The secondary (working) account is a simple email account that me and the other half use for bills/household emails to come into, no 2FA, about 2 years old.
