Outlook 2013 error (0x8004010F) The operation failed: An object cannot be found.

I have tried all the posts for resolution I can find, including those found here. I have tried uninstalling outlook via OS and via MS Fix it, upon clean reinstall Outlook opens looking for the .pst file, that is of course no longer there? I have searched the registry for the missing file link, but so far no luck? it shouldn't be this difficult to do a clean install when that is a choice. This is a POP account.
