Start menu, Cortana, Setting and Action Center not working after Windows 10 insider build upgrade

Hello,

After installing a Windows 10 insider build, my Start menu, Cortana, Setting and Action Center are not working.

My Surface 3 was upgraded to build 14366.rs1_release.160610-1700

My Lenovo ThinkPad was upgraded to build 14372.rs1_release.160620-2342

I tried going to system restore, but found that Windows 10 had disabled it.

I opened IE 11 from desktop shortcut.  I went to Tools, Windows Updates and got this error message in a popup window:

wuapp.exe

Windows cannot find wuapp.exe.  Make sure you type the name correctly, and then try again.

How do I fix this problem.

As you are facing issues with accessing the Start menu, Cortana, Action center after installing the latest update on your Surface 3, do not worry we will help you with this issue.

I would like to inform that this issue might have occurred due to corrupted/ missing system files on your device.

Let us try few of the below troubleshooting steps and check if it helps.

Step 1: I suggest you to run a SFC scan and check if it helps.

System File Checkeris a utility in Windows that allows users to scan for corruptions in Windows system files and restore corrupted files.
Follow the below steps:

  1. Right click on the Start button, click on Command Prompt (Admin).
  2. Type “sfc /scannow” without the quotes and hit Enter.
  3. After the scan, restart the computer and check for the issue.

Note: If you are not able to repair some files after performing SFC scan, I suggest you to refer to the point 3 “Windows Resource Protection found corrupt files but was unable to fix some of them. Details are included in the CBS.Log %WinDir%\Logs\CBS\CBS.log”. Under the section “Run the System File Checker tool (SFC.exe)” to repair the corrupted files after performing SFC scan.

If the issue still persists,

Step 2: I suggest you to run DISM or System Update Readiness tool and check.

The DISM or System Update Readiness tool may help you to fix some Windows corruption errors.

Hello Deepika Gowda,

I did not get any error messages on both laptops.  I restarted my laptops to complete the install of these updates.

I can not perform step 1 since when I click on the Start button nothing happens.  Is there an alternate method to get a admin command prompt?

I reviewed the information in the link in step 2.  I can not run the command noted since I can not get to the admin command prompt.

I face the above on both of my laptops.

Let me know what else I can try or check.

Try 'Windows Key plus X' then click 'command prompt admin' or alternatively windows powershell admin.

none of the Windows key combos are going to work. Navigate to Windows/system32, right click on cmd.exe and right click, run as administrator.

That said, SFC didn't fix my problem. I've reverted and reinstalled 3 times, I'm just going to let this build pass....

Hello,

I did as you said and navigated to cmd.exe and ran it as admin.

I ran SFC and found fixed errors, but did not resolve my problem.

How did yo revert? I can't getting to settings and Windows updates.

I had the same issues. shutdown the computer. Turn it back on, from the login screen hold shift and restart through the onscreen power icon. Select troubleshooting/advanced troubleshooting/ revert to previous build from the advanced start up menu

The symptoms you describe are quite similar to those described by those who disregarded Microsoft's recommendation to always uninstall their 3rd party security programs before trying to upgrade to a new build. If that's your situation, the first thing you need to do is uninstall it. Then, you need to fix the damage that it caused during the install by reinstalling, or by some alternate means that other posts in the last few days have described.

And, regarding your attempt to use system restore, each new build turns it off, because its intended function is to restore to earlier system settings within the present build if needed, not to return to a previous build. Turning it on and saving a restore point is part of setting up a new build.

I has able to perform the steps in items 1 and 2 on my Surface 3.  I'll be running these on my Lenovo laptop this evening.

These steps did not fix the problem I'm facing.  What elase would you recommend I try?
