Yup, it's currently got an issue:

have you tried looking at the marketplace on marketplace.xbox.com? Working for me at the moment....but I've not tried purchasing anything.

Even using the Xbox.com download queue isn't working. I can add stuff to it but the download fails everytime.

I am also having the same problem.
Also my NAT settings are now showing as strict and not allowing me to join party's or play online. Does anyone know if this is to do with the update as well? I have checked my router and that's all set up fine!
