I think I know the problem. Microsoft did have a Xbox Gold Membership promo last month. It can be found in IGN's website as well:

So it is sad that the promotion has ended actually. However, the news in Xbox usually updated late so you can still see some old news in the Xbox interface. Hence when some users happily click into the offer news without realizing that the offer has ended as a matter of fact, they would encounter the original price (USD59.9) eventually, some did not even check it out clearly then pay for it and later found that they were charged the original price.

So I am sorry to say that you are being let down by their late yet irresponsible news update. But if joining the membership is no hurry and can be waited, keep waiting and checking. They should have another offer and promotion very soon!
