When I re-boot my machine all my icons turn white and take around 2 mins to load can I fix this?

I've pretty much just built this pc a while ago.  I'll give you guys my specs.
I'm using Windows 7 PRO
 

CPU: 
AMD FX-8150 Zambezi 3.6GHz Socket AM3+ 125W Eight-Core Desktop Processor 
Memory:
G.SKILL Ares Series 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1866 (PC3 14900) Desktop Memory Model F3-1866C9D-8GAB ( I have 4 of these memory sticks ) ..
PSU: 
SeaSonic M12II 850 SS-850AM 850W ATX12V / EPS12V SLI Ready 80 PLUS BRONZE Certified Modular Active PFC Semi-modular Power Supply

Graphics Card: 
EVGA SuperClocked 02G-P3-1469-KR GeForce GTX 560 (Fermi) 2GB 256-bit GDDR5 PCI Express 2.0 x16 HDCP Ready SLI Support Video Card
HDD: 
Seagate ST310005N1A1AS-RK 1TB 7200 RPM 32MB Cache SATA 3.0Gb/s 3.5" Internal Hard Drive

Now when ever I reboot the AMD machine my desktop icons take around 2 mins to load and they're white, as for all the other Icons they also take around 1 min to load.   I've tried scanning for viruses didn't find anything, I've tried using msconfig didn't help much at all.  I've tried testing all the hardware to see if the hdd had bad sectors or the ram was bad none of my hardware is failing at all.  I just can't understand the reason it takes so long to load icons.  I'll make a list of things I've tried.

1) Checked for cpu overheating.
2) Ran MSConfig.
3) Used CCleaner to remove all junk files.
4) Defrag the Hard Drive.
5) Updated the Bios
6) Set the BIOS to run all 8 Cores.
7) OverClocked CPU to 4.01 GHz
8) Checked Hard Drive for errors.
9) Ran memory tests.
10) Cleaned tiny bits of the registry.
11) Checked all drivers.
12) Tried readyboost 56 GB's.
13) Released CMOS and re-set BIOS.
14) Re-installed Video Card driver.
15) Checked trouble shooter for issues.

I'm out of ideas and nothing seems to work.  Any help would be great.

Hello WayneFry,

Since the icons turn white in Safe Mode, there may be software that is in conflict that is causing the issue.

Let's try clean boot.

I would like to see if any startup items or third party services could be causing the issue.  This is called a clean boot. You will Disable all startup items and third party services when booting. This method will help us determine if this issue is caused by a loading program or service.


The steps below will place your computer into a “clean boot”, meaning using a minimal set of drivers and startup programs so that we can determine whether a background program is interfering.

·       Click Start on your Desktop
·       Type msconfig in the Start Search box and then press ENTER.
If you are prompted for an administrator password or for a confirmation, type the password, or click Continue.
·       On the General tab, click Selective Startup.
·       Under Selective Startup, click to clear the Load Startup Items check box.
·       Click the Services tab, click to select the Hide All Microsoft Services check box, and then click Disable All.
·       Click OK.
·       When you are prompted, click Restart.

 Once the computer is back to your Desktop, check to see if you are still having the problem.

If the issue is resolved by placing the machine in “clean boot” then we have some sort of third party application and or service running that is possibly interfering.

To determine which program(s) and or service(s) that is causing this, we would need to go back into “msconfig” and start to enable programs and services and reboot until we see which one causes the problem.

If placing the computer in “clean boot” does not fix the issue or after the troubleshooting is done, follow the steps above “To return your computer back to normal boot”.

How to set your computer back, to boot normal:
 
1. Click the Start orb on your Desktop
2. In the Start Search box. Type msconfig, and then press ENTER.
If you are prompted for an administrator password or for a confirmation, type the password, or click Continue.
Click the General tab.
3. Click Normal Startup - load all device drivers and services, and then click OK.
4. When you are prompted, click Restart to restart the computer.

Please reply back with an update on the status of the clean boot.
