Why don't non-Windows 7 themes show up in the Personalization window under Installed Themes?

I've patched everything, and usually you just drag the files into C:\Windows\Resources\Themes and it shows up in the Personalization window under Installed Themes. It doesn't show up for me no matter what themes I download and I'm not sure why or what I can do to fix this. I always make sure to download the right x64 bit files so that's not the problem.

Third party themes would be shown in the top section My Themes.

It's not there, either. None of my installed themes are shown in the Personalization window.

Open the downloads folder if ie9 is open Ctrl+J,

See if they are stuck in there,

If so right click and select Properties,

See if there is a Un-Block button active on the bottom.

Yes, I see the Unblock button. Thanks.

I just tried redownloading, then unblocking and dragging the file into the Themes folder. Still not showing up.

Once your looking at it in the downloads folder,

And Un-block it,

Simply Open the file and it should open in the Personalize page.

You don't have to or need to move the file. leave it in the downloads folder.

Okay, but it's an encrypted file so when I unblock it and click it in the downloads, it opens in WinRar and then there's a bunch of other folders inside of it. I can open the "Themes" folder of the specific theme within WinRar and select one of the .theme files, but when I click that it still does nothing. It loads for a little bit and then nothing changes. It's the same with whichever theme I try.

Where are you downloading themes from,

What does it say in this section,

Go to internet options, Alt+ type TO

Click on the Advanced section scroll down the list and Check the box,

Do not save encrypted files to disk, apply and okay.

I download themes from deviantart.com.

If I go to a theme and click properties, it says:
Type of file: Windows Theme File (.theme) 
Opens with: Windows Shell Common

And okay, I checked that box.
