The Windows 10 Touch Keyboard is not using the Standard Keyboard Layout after upgrading to 1709 - How to fix this?

I was running Windows 10 with the Touch Keyboard configured to use Standard Keyboard layout (giving me an on screen query keyboard). Following the latest upgrade to 1709 this has stopped working and the Standard Keyboard layout option is no longer appearing in Settings.

Launch the on screen keyboard, then click the gear icon in the top left hand corner next to the microphone icon, then click or tap the fourth icon to the right. See screenshot:

I don't have that option since updating to the fall update today. How do I re-enable it?

This option does not appear on Windows 10 version 1709 with a United Kingdom QWERTY keyboard layout.
