Windows Update KB4517389 causing VBRUN300.DLL to fail

I have a Windows 10 Home 1903 32bit machine.

After installing the windows update KB4517389 any programs that were coded in Microsoft Visual Basic 3 no longer run and give the message 'unexpected error; quitting'

This message appears to be part of VBRUN300.DLL

If I uninstall the update the programs work ok again.

I have tried running these programs as administrator but this makes no difference.

Very, very old programs written in Quick Basic still run fine after the update.

In order to help you in a better way, it would be great if you can help us with the details requested below:

 

  • What is the complete error message?

  • Which programs are you trying to run?

  • What happens when you try to run the programs as administrator?

 

You may want to try running the programs in Compatibility mode and see if that helps in resolving the issue. Kindly refer the steps mentioned in the article Make older apps or programs compatible with Windows 10.

 

Currently, there are no known issues reported for this update. However, I will research on this issue.

1. The complete error message is 'unexpected error; quitting'

2. Any programs written in Visual Basic 3

3. Running as administrator makes no difference.

4. Running in Compatability Mode makes no difference.

I have had a number of MS support people connect to my machine and they have tried.

1. Running as Administrator

2. Running in Compatibility Mode

3. Restoring windows to an earlier version

4. Re-installing windows.

No joy with any of the above, as soon as update KB4517389 is installed, none of the VB3 programs work.

The last chap said that this update contains changes to java scripting and VB scripting and he thinks this is the cause of my problem. Unfortunately those changes can't be isolated/undone so I have to uninstall the entire update and he downloaded a utility wushowhide.diagcab to hide this update and prevent it being installed again.

Hopefully the developers can correct this bug in the next update.

Windows 10 Pro Vers. 1903 (Build 18362.388) 32 bit.
After installing the windows update KB4517389 I have the same problem (unexpected error;quitting) as JoJones4.
The affected program is from 1996. It was ok in Windows 7 and in all previous versions of Windows 10.
As JoJones4 has written the sole solution is to uninstall KB4517389. After that all is OK.

We are seeing the same thing with a suite of legacy 16-bit applications we support, written in VB3. We have opened a business support ticket with Microsoft about it and waiting on their product group's response.

I will update here if there is anything substantial to report.

Microsoft Business Support indicate the issue has been acknowledged by the product group and they are working on a solution.

I have the same issue with Windows 7 32bit, in face my VB3 v3.exe no logger works and I get the same error message.

The system is not showing any hidden updates, and the list of updates is not showing KB4519976. so I can't check if that will sort it out in the short term.

However in the long term that is not a solution as we can't not ignore a security update to get things working, MS should issue a correction to fix the problem.

I completely agree.

In an earlier post Tim Higgison said 'Microsoft Business Support indicate the issue has been acknowledged by the product group and they are working on a solution.' so hopefully the long term solution will be another update.

The only fix in the short term is to uninstall the update. I think it was originally installed on about 10/10/2019, so if you look in the Microsoft Windows section and sort it by Installed On you should find it. After you uninstall it, that's when you need to hide it to stop it installing again.
