I had the same problem . Rolling back to 14257 was smooth and fast.

You could try turning off fast startup and see if you get the startup issue.

1. Right-click start, Power Options

2. Click Require a password on wakeup

3. Click Change settings that are currently unavailable

4. Untick [   ] Turn on fast startup

5. Click [Save changes] button

6. Shutdown

7. Start your computer and login.

This worked for me.

A workaround is to hit the power button to shut your PC down and then power up again to restart it. If your PC is not plugged in and goes into sleep mode and then hibernate then it will be bitten by this issue as well.

An alternative workaround is to turn off fast boot  (as mentioned by someone this forum).

Having this issue also with my Surface Pro 4.  If I do a shutdown, and then turn on, it shows the Surface logo and that's it.  Have to do a hard shutdown, and then it boots.  Also having an issue with 100% CPU usage, which kind of defeats all the driver and firmware updates I just got for battery.  It is so bad, the A/C can barely keep up.

Yes, CPU usage seems to be a much higher with this build, not sure if it happens with everyone?

I am now able to boot up without stopping the process, but it is a lot longer process of booting up and opening programs.

Thanks LC and Max. Your Fast Boot solution above worked for me too - better than powering off after each cold start which I was doing as a work-around. In fact, with Fast Boot off, I've noticed boot time is unchanged as well as shutdown time. I've tested every Build since October of 2014 and never had this issue before. Build 14267 64-bit was the first time it manifested for me.

This fix suggested by Max and LC worked for me.

Puzzling, though how the only real updates/changes to the latest Preview 14267 were supposed to be to Edge.

Either way, this fix worked for me.

Seems to be a fast startup issue newly introduced.

When I look in the event logs I see:

  • Kernel-Boot event 29 (Windows failed fast startup with error status 0xC0000001.)
  • [[I hard boot the PC]]
  • BugCheck event 1001 (The computer has rebooted from a bugcheck. The bugcheck was: 0x000000d1 (0xfffff804fd661890, 0x00000000000000ff, 0x00000000000000c0, 0xfffff804fd661890). A dump was saved in: C:\WINDOWS\Minidump\022016-25640-01.dmp. Report Id: c78fa49c-1c43-4ade-a085-673b6d3f440f.)
