This status code suggests that you have some sort of issue with the payment method you are trying to use. If you are attempting to use PayPal as a payment method attached to the XBOX Live account you will need to have a positive balance in the account otherwise
you will need to have at least 1 credit/debit card also attached to the XBOX Live account in order for it to work.
Please check the Microsoft Billing site located here to make sure that your billing details match exactly (name, address, phone number) with what is listed on the PayPal account and
that no other error messages appear when on the site with an alert at the top. If PayPal is not working correctly, then please try another payment method if available.
If none of these options work correctly then you will need to contact phone support for additional assistance regarding this error.
