I ran out of gold on the 1st of April and Trying to buy the £2 for 2 months of XBL gold that is being advertised on my Xbox dashboard, but whenever I try it says

'Can't retrieve information from Xbox LIVE. Please try again later.

Status code: 80190864'

Why is this happening?

That code usually means you have some sort of billing violation on your account. To fix it, go to https://billing.microsoft.com and make sure all of your information is correct and up to date. If you still get the error, you'll need to call support and talk to billing.
