Xbox payment not authorized

I have been trying to purchase xbox live on demand games (daily deals) but I am getting a message that payment is not authorized. I have taken all the recommended steps but nothing has worked.  I have had no problem until last Saturday 2 March. In fact on 26 February I bought Halo 4 without any problem. I have contacted Xbox twitter support but they have not been any help at all. Please help me, I have already lost a couple of deals on on games I wanted to buy and I do not wish do lose any more deals.
