Xbox One Store Purchasing Issue

I am trying to purchase the $40 Destiny Taken King, and I keep getting the message "use a different way to pay" and "we couldn't get authorization for this."

I have a regular credit card, and I have used this card to buy things on other platforms.  I have also used this card to buy items on the xbox one marketplace just a few months ago.

The error code is PBR9012 any help would be appreciated.  Thanks.
