Xbox One is connected but "Turn On" feature is not working on the app

So I recently installed Windows 10 and connected to my Xbox One with the Xbox app. It was able to connect and everything including streaming worked.

However I have now realised that the "Turn On" feature doesn't work despite the app being able to detect my Xbox on the network. I receive the error: "We are unable to turn on your console. Make sure this device is on the same network as your console and your console is set to instant-on".

My console is definitely set to instant-on and is connected to the same network as my laptop. The only thing I can think of is that I use static IP's for both the laptop and the Xbox but I don't see how that would affect it... I also have a Nighthawk R7000 router but there don't appear to be any settings which would be involved.

Any suggestions? Tried googling but came up with nothing.

Thanks in advance!
