XBOX LIVE wont let me redownload content after License Transfer?

So I license transfered the license from my old account to my new xbox today. 
But it wont let me download a certain content. I tried everything that came to mind but it keeps saying "Can't Download blah blah blah".
I can download everything besides that. After the download failed and I go to my Harddrive to the game the content is from I have this "title content progress cache" incomplete file.
I hope you can help me with this. Thank you.

Copy, move, or delete individual items
    1. From Xbox Home, go to Settings, and then select System.
    2. Select Storage.
    3. Select the storage device that contains the content you want to copy, move, or delete.

Possible storage options:

Hard Drive: Your console’s hard drive.

Cloud Saved Games: Storage space on our Xbox LIVE servers. For information about this, see Store your saved games in the cloud.

USB Storage Device: A USB storage device plugged into your console.

Memory Unit: A memory unit plugged into your original Xbox 360 console.

  1. Select the type of content that you want to copy, move, or delete.
    • Select the item that you want to copy, move, or delete.
    • Select Copy, Move, or Delete.
    • Do one of the following:
    • If you’re copying or moving content, select the storage device that you want to copy or move the content to.
    • If you’re deleting content, confirm the deletion.

 

Now to Re-Download access your previous purchase history And select Re-Download,

 

View your download history and download content again

You can view a list of what you've downloaded from Xbox LIVE on your console or your computer. You can choose to download an item again (if needed) for no additional charge. Here's how:

On your console

  1. On your console, sign in to Xbox LIVE using the gamertag that you used when you originally purchased the content.
  2. Go to Settings, and then select Account
    • Select Download History.
    • Browse your download history. If you want to download something again, select the item, and then select Download Again.

    Note If you want to see the charges on your Xbox LIVE account, please see Check your Xbox LIVE bill and download history.

    On your computer.

Here is a link teaching you on how to clear your Xbox system cache.  support.xbox.com/.../clear-system-cache

After that you should recover your Gamertag all over again and try downloading again.
