Xbox app will not connect to Microsoft account

I have yet to successfully launch the xbox app on windows 10, as soon as i open the app it says connecting.. and keeps on saying that and nothing happens, ill let it do this for an hour and still nothing will happen, any ideas on how i can fix this. 

When i close out of the screen logging in screen i get two options, one option is go to xbox.com, and the other is log in. when i click log in still nothing happens i get a code and message, "we cannot sign you in right now, please try again later."  error (0x3fb)

If anybody could help me out, how to uninstall the app, or connect my Microsoft account that would be awesome, all i want to do is to be able to play games while my girlfriend watches tv lol....

I tried deleting it and reinstalling it. I still get the same error you have mentioned.

I have never been able to sign into the app. soo frustrating!

I have a problem. We don`t have any connection to Wi-Fi it doesnt work to connect and we cant log in beacuse of it how do we do? :)
