Nothing can be transferred between accounts. So if you were to find a way to transfer the license, then yes it would be against the rules.

It would be up to the developer's to create something like that, which unfortunately in this case, looks to be Midway who are no longer around.

First log in with TS OYNX on your new console. Press the guide button and go to the Settings blade and pick the Account Management option.

Here go down to the last option of License Transfer and select it. If you are on a different console than you originally bought the game on this will make the licenses now 'belong' to your current console.

At the end of the License Transfer process press A to go to your Download History. Here you should find everything that you've downloaded with your TS OYNX account, even things that have been removed from the marketplace, so find your games and set them to download again.

Now log-in to your current profile and you should find that those games are available to be played.

If you are still using the console that the content was originally downloaded to and the account that originally downloaded the content is still on that console then the other accounts on that console will be able to share content, avatar items excluded. Otherwise if you have changed consoles since you bought the game you would have to do the above mentioned License Transfer.

Nothing can be transferred from one account to another but certain items can be shared while on the same console.
