Hello, I presume you mean "Internet Explorer". You cant access Windows Explorer on your console but you can access Windows Media Centre on your console which does not require gold membership. The reason most Xbox Services/Apps like Internet Explorer require gold is because of all that is provided. The one subscription gets you access to Online Play, Party/Video Chat, Exclusive Demos and the huge range of Apps available (some require additional subscriptions). The reason members pay is so they get a good service with easy access, if all this was free most of it probably wouldn't exist! So I hope this helps and if you need to know anything else let us know! Thanks :)
