Why is New Zealand getting ripped off on the Digital Marketplace?

So I saw a link for The Bureau: X-Com Declassified DLC today and followed it, it only had the full game for digital download, at a price of 109.95. That's actually more than what I paid for it day one.  But the real shocker is when you work out what it should cost.  Even if it is still holds the retail value of US$60 with the exchange rate that is about NZ$74 and with local sales tax it goes to about NZ$85. So can some one explain why we are getting ripped off with a mark up of almost 25%. There is no middleman distributor passing shipping costs onto retailers. There is no physical copy, yet it costs more than the physical copy did. 


Will this be the same on Xbox One? Will we be paying 25% more for digital content than we should be? How is this in anyway right or fair?
