When a try renting a movie it says "you cannot make purchases on this account"

This started happening only 2 weeks ago literally right after I bought the new hobbit movie. I've tried clearing my cache and checking my settings but nothing works.

This sounds like a billing problem. You will likely have to give support a call at 800-4MY-XBOX for the US and Canada. You can also try the Billing link under the support tab.
