Want to change my name but can't get this gamertag?

Ok so on the Original Xbox my gamertag was simply "Excision". I changed it and then made a new account due to some profile issues and used a different name. Of course with that name being oG it got taken by someone else and they have been inactive for years or possibly banned for something. Is there any way to submit a ticket to MS Support to have their name force changed or taken out of the "Taken" database so that I can get my old gamertag back?

Once a gamertag is taken, it's taken forever. There's no possible way to do what you're asking.

Even if that gamertag has been inactive for an extremely long time? I tried to contact the owner on several occasions and I am starting to think it got banned. One of my other accounts got banned and I couldn't use that gamertag ever again.
