Very strange Streaming connection issue Windows 10 / Xbox One

I upgraded my PC and Laptop to Windows 10, clean resets and they work perfectly.

My Xbox One is on a wired ethernet e4200 router

I can stream flawlessly on a wireless connection on my laptop

If I try to stream from my PC on a wired only connection (all green checks in the test streaming)  using the same microsoft account of my xbox live gamertag, the streaming either fails immediately after the app launches, or the stream is literally 1 fps and then crashes after 20 seconds or so.

If I sign out on the Xbox app then and use another microsoft account that is not part of my xbox live gamertag, the stream works perfectly, no lag no crashes.

Can anyone explain this how it's intended to work?  Seems very weird and I think my app is buggy but there is no way to uninstall it from the Store, besides doing a Powershell command, but  I'd like to avoid that route if possible
