Unable to purchase points or redeem codes

My account was locked for the past month after it was hacked. The investigation finally came to a close today, but it seems I'm unable to purchase MS points or redeem prepaid codes. 

I understand XBL is having issues today - is this problem related to the xbl downtime going on right now, or was my account not completely reactivated when the investigation ended?

It seems after a month of downtime, XBL customer support was unable to correctly reactivate the account - the problem has been resolved by a surprisingly helpful csr.
