Unable to purchase items/ Unable to convert MS points to local currency

My account, with 2400 MSpoints in it is unable to download items from the store. Whenever I try to, I get a "cannot connect to Xbox Live" message, however I am still connected to Live. On an alternate account, it is absolutely fine, and the MS points balance on it is 0. I believe that it is because the first account has points on its balance. Please help if you can, and if you need more info then just say. Im not sure that this belongs here, but it is a problem with downloading/purchasing the item.

I would really appreciate it if somebody knew what was going on, as I have been waiting days to download my item. Please help :)

At this point you should not have any points on your account, With the update that came out points have been retired, if you do not have the update please run a connection test and download it

I have the update, but it never converted my points into local Currency. I updated earlier this morning after getting back from a vacation, and then tried to download my item. Should I try to delete and redownload the update (if possible)?

Your points should switch to local currency the first time you go pull up a game in the marketplace

Do you mean when you go to buy a game?; because when I do that it just brings me to a screen that says it cannot connect to Xbox Live. It is only the account though, so I can assure you its not actually a connection issue unless thier points conversion services are down.

It sounds like you might have a billing problem, on your account, Please check out this website to make sure there are no declined charges for subscriptions and your billing information like address and such are all correct

That is the other thing, I cannot access billing or account payment management on Xbox.com or on my 360. It says its temporarily unavailable due to technical reasons.

Does it say "oops you found a glitch in the system" anytime you try to access billing info? That's a sign that that your xbox gold subscription was declined by the CC, contact official support if that seems to be the case, they will help you sort this out.

What happens when you go to https://live.xbox.com/Account and click on manage payment options or billing history
