Unable to go Gold?

I've signed in the for the first time in forever on my XBL account, My gold has run out and there is an offer for XBL $2 for 2 Months, That sounds like a great deal... But, It won't allow me to load the page to make the purchase. It says "Can't retrieve information from Xbox LIVE. Please try again later

 

Status code: 80190864

I'm not even sure where to look up this status code problem? But if anyone knows a solution or what the problem is exactly, That would be fantastic

That code means you have some sort of billing violation. Go to billing,microsoft.com to make sure all of your information is correct and up to date. If you still can't fix it from there, you'll have to call support and talk to billing.
