unable to download games

I just transfered my license to a new console, bu I can't download any game, I tried to download Tomb raider and it appears in the active downloads but stays in 0% and won't download even in background download (and they are enabled) and it's not only with Tomb raider, it does the same with assassin's creed 3.

  Try clearing your system and marketplace cache then try re-downloading the games to see if this resolves the issue. To perform both tasks follow these steps:

Clear System Cache:
1) Scroll right and go to the Settings tab, and then select System Settings
2) Select Hard Drive
3) Highlight Hard Drive, and press Y (Device Options)
4) Select Clear System Cache and select Yes
5) Repeat steps 2 thru 4 two more times so that your Cache is cleared 3 times

*NOTE* The cache stores such items as game updates, system update installation packages, and gamer pictures of your friends. Clearing the Xbox 360 cache does not remove your Gamertag, content that you have downloaded, game files, or console software updates.

Clear your Marketplace System Cache:
1) On your console, go to Settings tab, and then select System
2) Select Storage, and then select your primary storage device
3) Select System Items
4) Select Marketplace System Data
5) Select Delete
6) Restart your console

Thank you, but it did not worked, I tried to delete the caché but it kept on the same, the problem was with my profile because after the download issue, everytime i tried to enter an app or a game it logged out automatically, so i deleted the profile and re-downloaded it and everything went normal again, even the download issue.
