Unable to download content from Xbox Marketplace on any device

I can no longer download any type of content from the Xbox Marketplace website (marketplace.xbox.com) on any device, PC, laptop, iPad or iPhone 4S using my main gamertag, I am able to download to those devices using a different gamertag.

 

I CAN download from the marketplace on my Xbox console using my main gamertag.

 

Does anyone know what might be causing my gamertag to not download anything from the website? Would it have anything to do with me using my gamertag in the Windows Game Store in Windows 8 after installing that, as that seems to be the sort of timeframe when I lost the ability to download from the site?

The error message I get when trying to purchase/download is:

Hey there Slacka! Just to confirm, you are able to purchase on the console, but not on any other web-enabled device, is that correct? When you're on the PC, is it a Windows 8 machine, or have you tried multiple operating systems? Also, just to make sure to cover all bases, can you try clearing your browser's cookies and cache as well as trying different browsers.

And just to clarify, are you having trouble purchasing the content, or just downloading it? Are you trying to download from the content page or from your Download History?

Finally, is this Gamertag you are posting from the GT you are having trouble with, or is it a different one? If different, can you post here with that tag? Also, can you confirm that all your account information (name, address, region) is all current and correct? You can double check this by going to https://commerce.microsoft.com and looking under the Profile tab. Let us know, thanks!

When browsing the marketplace make sure your actual region is selected at the bottom not the us Unless Thats your actual region

Yes I can purchase content and download (and download free demos, etc) on the Xbox console. I cannot purchase or download any content from the marketplace website on any web device. Yes, my PC recently had Windows 8 installed on it and that seems to correspond with when this started happening.

I have cleared browser cookies and cache and I have tried other browsers with no success.

To clarify, I am having trouble downloading, whether it is free or not. When I click on the Buy link (regardless of cost/free) I get the error message I listed previously.

Yes, the GT I posted this with is the one having trouble. All account info is correct.

Thanks Slacka! So just to be sure, you are only trying to "purchase" content, correct? What if you go to your Download History and try simply downloading something you have already had before? Let me know what you find out there, thanks!

Yeah, I'm only trying to "Purchase" content from the marketplace website. I can go to my download history on the website and re-download stuff to both PC and Xbox.

Hey again Slacka, sorry we missed your post on the 2nd. Thank you for your response though. I also wanted to confirm if you have already set up the new forms of account security, as outline in our "Add and update the security info for your Microsoft account" guide. Are you being asked for a code at any time during purchasing? Try setting those up if you haven't already and we'll see how that goes. Thanks!
