Unable to add Microsoft Points with Paypal

I followed all of the instructions in (http://forums.xbox.com/xbox_forums/xbox_support/f/12/t/26145.aspx), and am still unable to purchase Microsoft Points using my added Paypal account.  However, I still get the following error (when trying to purchase through xbox.com):

 

Your payment instrument could not be authorized. Please contact your provider, or try a different payment option.

 

Any help would be greatly appreciated!
Account Region: North America
Physical Region: Ohio, USA
Verify all requirements are met: Done
For 40001 errors, verify you have waited 72 hours: No 40001 error
What you are trying to purchase: Microsoft Points

Are you able to add and use other payment methods to your account properly, or do you have issues adding multiple different methods? If you are having issues across the board, you should contact phone support (support.xbox.com/.../contact-us.aspx) as it might be some kind of account-level issue. Let me know, thanks!

Yes, I have worked around it by directly adding a credit card then removing it again after purchasing points. I have a positive balance on my Paypal, and all contact info is identical.

I am also currently having the exact same issue. I have not tried using my Credit Card today but have used it in the past. Not going to use it today as that would sort of defeat the whole purpose of using my PayPal account since I use it to make small purchases (and yes there is a positive balance in the account)

If you meet all the requirements of using Paypal (forums.xbox.com/.../26156.aspx) and are still unable to use it to purchase content (all content, not just one thing), then you should probably call up phone support in your region (support.xbox.com/.../contact-us.aspx) as this is most likely some kind of account/billing issue.
