Trying to Upgrade from Silver to Gold Error

I've called xbox live support, tried buying gold membership online and through the console, tried 2 different credit cards, and it still doesn't work. i was on live support with a rep for over an hour and we couldn't figure out what the problem was...

What is the full error message/code you get when trying to purchase this subscription on the console?
