Status Code: 80169D94

Have been trying to purchase points but I keep getting the status code 80169D94 Can't retrieve information from Xbox Live. Please try again later. I decided to go to the website and try there but after I choose how many points I would like to purchase instead of going to choose card / payment it goes to the xboxlive.com main page.

That code usually means your account has been locked from making purchases. You would need to try going to https://billing.microsoft.com and updating your information. Then you'll have to call support and talk to billing to have them help you unlock your account.
