"Can't download the update..."

"Can't download the update. To test your connection (which I have done many, many, many times), open System Settings and select Network Settings, Test Xbox Live Connection.

If the problem persists, go to www.xbox.com/support

396B - 0000 - D080 - 0200 - 807B - 01F7

That is the exact message I get when I try to do anything involving the marketplace. This has persisted for three days, but I was able to ignore it until an MW3 update came out this morning. I can not update my game, making it impossible to enjoy the $300+ I have sunk into this. I am not pleased, but calm none the less. Please prove everyone wrong that says Xbox support is terrible and help me out.
