"Can't authorize payment option"

I have tried two credit cards and a Paypal account but Live is consistently failing to authorize points purchases. I'm absolutely certain it's not lack of funds that's causing the purchases to fail. I recently moved to a different city but I updated my account address and am still receiving the error. Does anyone have any tips on getting this resolved? I haven't found a single case in which someone was able to resolve this problem except by using the cards through a different account, which is not an acceptable solution.
