Noob question about Scavenger

Ok, im not a noob, but have sort of a noob question. I have the scavenger perk equipped, and when i kill someone, he drops a little pack, and i replenish some ammo, Some nades, etc. Why is it that sometimes the guy doesn't drop me any gifts? And I'm not talking about when a teammate comes over and steals it (which pisses me off btw- If i got the kill, let me get the little goody pak). Sometimes there is nobody around when i get the kill, yet the dead guy leaves nothing. Its like he has an anti-scavenger perk going, or something. Can anyone shed some light on this subject for me?

If you kill the person with explosives they don't drop one. Which is any lethal equipment (excluding combat axe) grenade launcher attachment, or launchers. Kills with killstreaks also won't yield a scavenger pack.

Understood. But what about with my primary weapon? There are times i get the kill with my gun, and he leaves nothing.

It's possible that someone else that also haves Scavenger picked up the duffle bag? Not sure.

You dont need Scavenger to replinish ammo if the enemy had the same weapon as you.

    I've picked up nearly empty weapons before, but I think scavenger fills everything regardless of what the dude had left,

 

   I was having some issues when I used scavenger, but was using a lot of explosives at the time too. I started thinking that maybe if they are damaged by an explosive and you shoot them to finish them off, the game confuses things and doesnt let them drop a pack.

If I recall correctly, Scavenger gives you one clip, lethal and tactical grenade per duffel bag, regardless of the wether the slain enemy had them or not.

@ToG--Buick was stating why sometimes packs may not be dropped (the enemy must have been low/out of ammo).

^ Right .... but I dont think it matters with scavenger. You get a pack with the same amount always, unlike picking up a weapon. I never get ammo and no lethals, or tacs but no ammo. So I would think it has nothing to do with what the enemy has left at the time. If the enemy was likely to be out if anything, nades would be the most common, and they always replenish.

I thought that maybe when you killed someone holding a grenade or something it didn't drop one? Kinda how sometimes when someone dies they don't drop their gun
