Need help with Fallout 3 GOTY edition

I was able to install Cape Lookout, Anchorage, the Pitt and Mothership Zeta, but it keeps telling me it could not download or intall one or more items, which is Broken Steel. Is BRoken Stell only active when you reach lvl 20 or is there an issue with my game? I just bought the game on July 31 2012 and I also have a character that has reached lvl 20. If I need to delete the whole game and saves, I will but I would like to know if there is something wrong with the disc, or is it because I have not gotten to the end of the game and it is supposed to be played from the disc. Please advise. Thank You!

First make sure you have enough hard drive space to install it. I think it needs about 500MB but make sure you have over 1GB just to make sure.

If you have then it looks like a faulty disc to me. If you only bought it yesterday then you should still be able to take it back to the shop and get it replaced with a new copy.

Do you have enough space to install it? If you do then it may be the disk.

Also, to clarify, it does not require you to be level 20 to access the content. After you leave the vault for the first time or when you continue your game. It will inform you that Broken Steel has been loaded, and your level cap has been raised by 10. Broken Steel can be played immediately after you finish the game.

After reading many forums that experienced problems with Fallout 3's DLC complaints, this seems to be a unique issue. As other posters suggested, verify that your HDD has the capacity to handle Broken Steel.

The only thing I can think about is that you may not have enough space in your Hard Disk. Check how much space you have left in your HDD and in case it's full delete something and try again. If hard disk storage is not the problem, write again here :-)

if you have plenty of space in your hard drive then it could be a faulty disk if you only bought it a few days ago you should be able to take it back to the store and the store should replace the disk

This is a reported issue with the Fallout 3 GOTY second disc, I would suggest to go back to the retailer to exchange your copy for a new one.

To verify the replacement disc is working when you load all Fallout 3 you will be met with a notification that Broken Steel has been added and the level cap has been raised to 30.

Before taking the game back to the retailer I would suggest that first you look for the Broken Steel content on your hard drive (console settings - memory), delete it and then try reinstalling the DLC.  I've had instances where content hasn't worked and a quick reinstall has remedied the situation.

Clean the second disc, maybe check for serious scratches? Make sure you have enough hard drive space to install the game as well. If these do not work, it is more than likely a problem with the disc. Take it with a receipt back to the place of purchase and exchange it for a new disc.
