My account won't let me add Microsoft Points

I've been purchasing Microsoft Points cards recently and each and every one of them I cannot enter to redeem my points. When I enter the code on Xbox.com I receive the message, An error has occurred during the transaction, Please try again later. When I enter the code on my Xbox itself I receive the message, Can't retrieve information from Xbox live. Please try again later, with an error code of 80169D94. My account was hacked in the past and along with research I've done on this, it seems that I need to verify somehow that I am the owner of the account. I've called the Xbox support line and mentioned my account was hacked but they gave me the solutions of contacting the retailer of where I bought the cards, and or wait for them to contact me back. I'd like to be able to purchase content over Xbox Live again, Thank you.

Try going to billing.microsoft.com and updating all of your information. Then call support and let them know you've done that and see if they can unlock your account.
