G'day Luna! Are you only seeing this issue with Netflix? Have you tried any other streaming apps on Xbox One?
Let's make sure that your TV settings and console settings are properly set up for the best resolution. Also, check your network to see if any other devices are eating up the bandwidth. It may help to cycle your network hardware too: Unplug modem and router
for 2 solid minutes, then restart each one at a time.
