Modifying; Qualifications and consiquences

I was wondering, out of curiosity. If someone did mod, but it wasn't for achievements or leaderboard gain, but to simply get a larger experience out of the game (ex; unlocking weapons and characters that weren't in the main game, but put in exclusively for bonus modes, and putting them in the main game) would they get punished? I don't see how this type of 'safe modding' would harm anybody.

What you describe as 'safe modding' would give you an unfair advantage over people who play the game properly (that's cheating). And would result in your account getting permanently banned from the Live service.

Modding games will get your account permanently banned from the Live service.

Modding your console will result in it being permanently banned from the Live service.

You see a pattern developing here OP?, the only type of safe modding on Live is not to mod at all.

Just play games as they were intended to be played by the developers and your time on Live will be long and enjoyable, if not you risk losing everything you have payed for because of what?, unlocking some guns/character skins without earning them.
