Okay, I bought 20$ worth of Microsoft points and I come to find out that I can't purchase anything with them?! Can you say "Ripoff"? This says and I qoute: "Only adults can buy content on Xbox.com." (My account is set for adult) But yet when I go to buy a E rated game I can't buy it? But I can buy Microsoft points?! This is a bunch of crud, and I also wasted 20$ hope your happy microsoft.

I am sorry to hear that. Have you tried editing your information on xbox.com? Such as your date of birth, or possibly your email? Try that and see if you are having the same problem.

If you are under parental settings then you must have a "parents" permission to access content. If that is not the case try changing your profile information. Change your age and email. I hope I helped :)

My age has already been changed so is my email still nothing. And my problem with downloading on my xbox is on this post. forums.xbox.com/.../2397904.aspx 
Also what do you mean by parent permission?

you cannot change the age on an account once the date of birth is entered you cannot change it.

Hey there Dude! Can you confirm if you are on a child account (created before you were 18 and not promoted) or a secondary account on a Family Pack? They would both cause some issues with purchasing, but the steps to resolve them are a little different. Let us know, thanks!

Hey Dude! It sounds to me like the issue stems from your account not being an adult account. I would try promoting your account to an adult account (try this guide: support.xbox.com/.../online-safety). Your other option would be to use the Contact Us page and request a refund.
