Yes. The only games that are not available when you're offline are Indie Games.

When I go offline in my xbox I don't see the games installed or on demand in my console

Did you buy the games on that exact Xbox or was it an older Xbox?

If you have gotten a new Xbox recently, that would be why. You will need to transfer the licenses over to the new Xbox. Go to xbox.com/drm for more information.

The link provide above makes no mention that the entire license transfer process can now be done on your console alone. There is no need to involve the website in the process any longer.

Sign in on your new console and press the Guide button on your controller. Go across to the right and pick the Settings Blade, here pick the Account Management option.

On this new screen, on the first panel at the bottom you will see the License Transfer option. Simply select that and in a couple of button presses the licenses will now belong to your new console.

Now as with the longer web-based transfer tool you will need to refresh the licenses for content you wish to use offline. This is done by setting that content to download again. Don't worry if it is a large file, if the content is already on your hard drive then all that will be grabbed is the new license to enable offline play.

@ voteDC. I know it can be done via the console, but I provided a link to the website so that the OP can have a look at the steps involved and the FAQ, and how it can only be done once every 4 months.

Fair enough but everything on the page is mentioned on the console, including the link to the page you posted.  However the site makes no mention that the process can be completed on the console alone, so I thought that was worth mentioning as well.

They should really update that site to include the ability to transfer the licenses via the console.
