LOCKED - Why cant I download the Call Of Duty: Black Ops escalation map pack from my current location?

I've been trying ever since last night to download the new map pack it always comes back with the same message "this item isn't available from your current location" I don't understand why, could you give me a reason for that please...

There is three factors dictating one's ability to download this content.

All regions must match.

Account region.

Game Disc

Console IP

All three must match the same location.

I Can't Download Because of Region Errors

So I got through with no region error now I added both escalation and first strike to my queue and went to bed happy as a clam only to wake up the next morning to see my downloads incomplete and my ms points gone so what i want to knows is now that my downloads aren't working do i get my points back?

Post the above info if all 3 don't match then it's going to fail regardless .This is why it is important that your account reflects your actual region

I live in xbox non supportive region like i.e. Malaysia, so the first factor does not match as the only country support Xbox live market beside Malaysia is Singapore. What can I do to download the map pack please help.
