I would follow these steps on this here link. It should rectify your issues that you are having with license transferring. If the problem persists contact xbox live support and they should be able to help.
Since you need to be online to play the maps, I think you may have bought them under a different account? If so, you will need to perform the license transfer for this account as well. Once the license transfer is complete, it is very important to re-download
the content in order to refresh the licenses. Since you already have the maps on your hard drive, the download will go really quickly as it will only download the new license.
