LIcense issues

We've recently purchased a new xbox arcade, switching from xbox standard to replace our "open tray" error. We are using the memory unit that came with the standard.

Now I have to deal with the licenses.

My older brother happens to have every single license, although I however have none.

Ex. Battlefield 3: brother has battle code, I do not.

I've tried the license transfer Xbox has provided, but it seems to fail on my account.

It sounds like everything was originally downloaded on your brother's account which is why everything works for him. Have you done a license transfer through his account?
