[Issue changing payment option, 8C010003]

Okay so I have the same problem, I pressed on Change Payment Options. It brought me to my credit card choices. Then I pressed the one that i wanted to use and this popped up.. "There's a problem with  Xbox LIVE Market place. Please Try again later. Status Code:8C010003. That's what i saw... Then i tried to buy microsoft points.. And Hey! Wadda you know? The Same Problem. Then i went on the computer and went to xbox.com and tried to purchase Microsoft points and this is what it said: Your Payment Instrument could not be authorized. Please contact your provider, or try a different payment option. I tried all of my choices and the same thing happened. I scrolled and read as much forum posts that i can. And nothing. I even read this one. Wasnt any help at all.. SOMEONE PLEASE HELP!
