I need help.

i bought DLC's for my old account but for some reason on this new account I only have one of them and I really don't want to buy it again. The DLC's I bought were from borderlands 2 and the only dlc I have is the Macromancher character and the ones that aren't working are the the story modes

If data is saved on the Cloud then it will be available but otherwise you need to save the content onto your Hard Drive for it become available in the game. If that doesn't work then you might need to License Transfer your content from your old account to your new one. You can do that via xbox.com and by going to your account.

it is saved onto my hard drive and i would of just license tranfered it but i deleted my old account because it got hacked. and its only the three dlcs that arent working on this account other dlcs on other games are working.

You would need to have your old account that downloaded the dlc on the hard drive in order for another account to be able to use that dlc.

A license transfer does not move dlc etc. between accounts.

Nah I don't think so because like I said other DLC's I bought on the old account are still working for this one like the character on borderlands and map packs for black ops 2

The data on the others could be corrupted, try re-downloading the stuff on the old account

Sounds like a license issue, you will need to log into your old account and do a license transfer, then redownload all your content from the account's download history (Settings - account - download history) .  Once that's done you should be able to use your borderlands 2 dlc.
