I cannot buy xbox content on xbox website

I have a teen account, and despite my parental settings saying I can purchase things on the website, I cannot buy anything. A message pops up saying I cannot purchase the content because I have a teen account, but on the console, I can still buy the same content without any problem (has nothing to do with ratings as settings allow that as well). Even though it seems like buying things on the console seems like the resolution, I mainly want to purchase things on the website because I want to reserve Xbox One content. Not just the Games for Gold content, but for offers like "limited time FREE DLC" or an arcade game. Like I said my parental settings allow for any purchases made on the console and website but I cannot purchase things on the website.  Can this be resolved?

can you check the Privacy and Online safety settings on this link: account.xbox.com/.../Home

You may be able to change those to see if that helps.
