When you have Hulu Plus open, you should be able to say "Xbox, Help" and you'll bring up some different help options for that app. One of the options is Error Troubleshooting which will give you some detailed steps on these 3 suggestions:

I reported this problem to Hulu and they don't really seem interested in recognizing it. The same issue happens on PS4 as well.
I've been keeping them updated with my ticket and i'm posting this thread to them as well, hopefully they can start looking into this. Some nights i don't get the buffer, but i get the skip almost as if their trying to inject a commercial but the commercial
fails so they skip ahead for the 30-45 seconds that was to be the break.
